Michael S. Monaghan
ICCTA Executive Director
Michael S. Monaghan became the Illinois Community College Trustees Association's
fifth executive director on January 1, 2005.
As the leader of one of the nation’s premier trustee associations, Monaghan calls upon nearly 40 years of
experience in higher education and the legislative arena. He previously served as ICCTA’s director of government
relations from 1989 to 2004, where he developed a statewide advocacy program and organized
annual Lobby Days in Springfield and Washington, D.C.
In 1998 Monaghan received the Illinois Society of Association Executives’ Government Relations Award for his successful
efforts to establish a state health insurance program for community college retirees.
He also received the Cook County College Teachers Union's 2008 Innovation in Education Award for his leadership in promoting
Prior to joining ICCTA, Monaghan was the principal staff to the Illinois Senate’s Higher Education Committee and
a budget analyst for higher education agencies for the Senate Appropriations Committee from 1979 to 1989.
From 1974 to 1979 he served in the research department of the Office of the Secretary of State.
Monaghan holds an associate of arts degree from Lincoln Land Community College, a bachelor’s degree in political
science from Bradley University, and a master’s degree in legal studies and administrative law from the University
of Illinois at Springfield.
