Legislative advocacy is Dave Maguire's strength and passion. As ICCTA president (1999-2000) and two-time State Relations Committee chair, he guided the association's strategy on such controversial issues as adult education governance, equitable funding, and local autonomy. He continues to be a constant and visible figure at the State Capitol, lobbying on behalf of the community college agenda.

Building successful partnerships has been another trademark of Maguire's eight years as a trustee. At the local level, he was instrumental in the development of a residential housing agreement between Spoon River College and Western Illinois University, the first of its kind in the state.

At the ICCTA level, he has urged trustees to reach out to business leaders and other education entities, especially in the K-12 sector.

Not surprisingly, Maguire's commitment to public service extends beyond the higher education arena. He is a past president of the Macomb Area Chamber of Commerce, served four terms on the Macomb City Council, and is completing his 15th year as president of the McDonough County Board of Health. In 1999 he received the city of Macomb's Outstanding Community Service Award for the third time within the decade.
